hm, das Securitycenter läss sich nicht einschalten...

Probieren wir es nochmal von vorne...
Sicherheitscenter wiederbeleben:
Wenn sich das Sicherheitscenter nicht starten lässt, steht wahrscheinlich der Dienst auf "disabled"
Öffne eine Commandline-Shell mit Adminrechten. Am einfachsten Du erstellst eine entsprechende Verknüpfung auf dem Desktop. Ziel der Verknüpfung ist "C:\Windows\System32\cmd.exe". Ausführen als Administrator ankreuzen nicht vergessen...

sc config wscsvc start=auto
net start wscsvc
         

Wenn es dabei zu Fehlermeldungen kommt, die bitte posten!

Weiterhin muss ein Registry-Eintrag überprüft werden:
Fix für OTL:

• Doppelklick auf die OTL.exe, um das Programm auszuführen.

• Vista/Win7-User bitte per Rechtsklick und "Ausführen als Administrator" starten.

• Kopiere den Inhalt der folgenden Codebox komplett in die OTL-Box unter "Custom Scan/Fixes"

Ich denke es fehlen die notwendigen Berechtigungen um den Dienst zu starten...
Mach das hier mal.
Der Dienst ist auch abhängig vom "Windows Verwaltungsinstrumentation", wenn du schon mal bei den Services/Diensten bist, den Status auch checken...
